RFP: ATCOG Aerial Imagery Project 2019


The Ark-Tex Council of Governments (ATCOG) hereby issues this Request for Proposals (RFP) in order to solicit proposals from individuals, firms, and teams who can provide aerial imagery for Miller County, Arkansas and the following nine Texas counties: Bowie, Cass, Delta, Franklin, Hopkins, Lamar, Morris, Red River, and Titus.

Proposers are invited to submit demonstrated competence and qualifications of their firm for providing these services.

Questions/Answers

Question 1

Q1: Can ATCOG clarify which product options are base requirements and which are options?  In other words, is 6” an optional add-on (in addition to) or a replacement from any 12” collection? 

A1: ATCOG wants 12” imagery and 6” imagery of the same area for two different uses. This is the base requirement. Including pricing for higher resolutions will allow ATCOG to better compare options between proposers and choose which options best fit the budget.

Question 2

Q2: Is oblique an optional add-on, a replacement of nadir product or a base product to be also done with nadir orthophotography?

A2: It is an optional add-on if the budget allows.

Question 3

Q3: Can shapefiles be provided to identify extents of the desired deliverables? 

A3: Yes, a .shp file of the boundaries of the project will be provided upon request.

Question 4

Q4: How far beyond county boundaries are needed, and are full image tiles a requirement? 

A4. A 1 mile buffer is needed.  Full image tiles are needed.

Question 5

Q5: Are there existing tile layouts to which ATCOG expects final data to be delivered?

A5: Yes, seamless orthophotomosaics are expected.

Question 6

Q6: Can ATCOG supply samples of their existing data?

A6: The existing aerial photography is not owned by ATCOG; therefore, it cannot be shared.

Question 7

Q7: Does ATCOG have any existing ground survey to offer and utilize or is new survey required?

A7: ATCOG does not have existing ground survey to offer.

Question 8

Q8: What are the horizontal accuracy requirements for each product?

A8: Horizontal Accuracy must meet United States National Map Accuracy Standards.

6-inch [15 cm] GSD Imagery = ± (0.70 feet [21 cm] + 0.3% of distance measured)

9-inch [22.5 cm] GSD Imagery = ± (1.05 feet [32 cm] + 0.3% of distance measured)

12-inch [30 cm] GSD Imagery = ± (1.40 feet [42 cm] + 0.3% of distance measured)

Question 9

Q9: So that we can fulfill the requirements of the COG, and to provide an “apples to apples” comparison, does the COG have a specific image resolution criterion?

A9: ATCOG wants 12” orthoimagery and 6” orthoimagery of the same area for two different uses. This is the base requirement. ATCOG wants 9” oblique imagery as an optional add-on if the budget allows. This is the base requirement. Including pricing for higher resolutions will allow ATCOG to better compare options between proposers and choose which options best fit the budget.

Question 10

6.0 “At the end of the contract term, all on premise ortho and oblique imagery shall become the property of the Ark-Tex Council of Governments.”

Q10:Is the Ark-Tex requesting to lease data or is this a direct purchase contract? 

A10: ATCOG wants a direct purchase contract so that ATCOG owns the imagery upon final payment of the contract. If the budget will not allow for this type of contract, then a lease agreement will be needed. Please provide pricing options for a direct purchase contract and a lease agreement.

Question 11

Q11: If this is a lease, do you have a specific term for the lease and are periodic updates of data a requirement?

A 11: ATCOG does not have specific requirements for a lease agreement. Please provide pricing options for a direct purchase contract and a lease agreement.

Question 12

5.0 Cost Information

“Respondents shall also include a breakout of general operating expenses, the costs associated with any materials or services that may be required, or any other miscellaneous costs that are anticipated in the course of performing the tasks. Overhead costs, including, without limitation, faxing, cellular phone air time, and computer processing time, must be borne exclusively by the selected respondent(s) as a cost of doing business. It is highly recommended that respondents include pricing for multiple options such as different resolutions, product delivery, etc. so that ATCOG has the flexibility to build its own product package.”

Q12: Is the COG asking for company’s Audit to be submitted as a part of our proposal, which includes our direct labor, fringe benefits and general overhead, or is the COG requesting a “Time and Materials / Cost plus Fixed Fee Contract? Please clarify your costing format. 

A12: ATCOG is requesting a cost breakdown of time and materials for a cost-plus-fixed-fee contract.

Question 13

Q13:So that we can prepare an accurate proposal, please provide a geographically referenced (Google Earth, ESIR shape or CADD) file identifying the boundaries of the project.
