Welcome to the web site for Ark-Tex Council of Governments (ATCOG).  The Ark-Tex Council of Governments was chartered in 1966 as a not-for-profit corporation to encourage cooperation, regional planning and development for and by local governments.  In 1968, it was reorganized by Texas and Arkansas as a substate political subdivision.  At present, membership consists of nine counties in Northeast Texas and one county in Arkansas, with membership open to all interested governmental entities within our 10-county region.  The primary goal of ATCOG is to improve the quality of life for all citizens of the region on behalf of its member governmental organizations by providing a regional perspective on information and problem solving and by coordinating funding, resources, programs and services.  It is our desire to be of service to you and we are delighted that you have visited our site.  Please feel free to contact our offices regarding any particular program in which you have an interest.

The Ark-Tex Council of Governments Administration office is comprised of the Executive Director, Director of Finance and Administration, and Executive Assistant.  The 9-1-1, AAA, Criminal Justice, Economic Development, Environmental, GIS, Homeland Security and Transportation program areas also report directly to the Executive Director.

The Executive Director directs  the day-to-day operations of the agency and implements policy directives of the ATCOG Board of Directors.  The Executive Director also assures that the policies are undertaken in an efficient and timely manner.

In addition to the Executive Director's office, the accounting and personnel responsibilities of the administrative division are performed by the Director of Finance and Administration.   The scope of  this department  involves the preparation and recording of necessary data to generate and maintain financial reports. These reports include the annual budget, monthly financial schedules, and other reports required by various governmental agencies. Human resource activities include newly hired employees' orientation, payment and benefit certification, retirement administration, and termination documentation.  

The primary responsibility of the Executive Assistant  is to provide administrative and technical support to the Executive Director. This includes coordination with representatives of member governments for the Executive Director.

GOVERNING BODY

The governing body of the Ark-Tex Council of Governments is the Board of Directors, composed of members elected or appointed by the membership. The Executive Committee is empowered to conduct the affairs of the ATCOG Board of Directors, between quarterly meetings of the Board. Changes in policy require the approval of the  full Board of Directors at its quarterly meetings.

News: Once again, we have two members of our governing body that have been appointed to National/State Boards.  In August 2007, Judge Cletis Millsap, Board Treasurer, was reseated as a member of the Board of the National Association of Development Organizations.  Also, in September 2007, Judge Charles McMichael, Board President, was elected as 1st Vice President of the Texas Association of Regional Councils.  Congratulations !!!

Representation

Composition
Membership shall be elected or appointed as may be determined by each respective member in the following manner: (a) Each member county government shall have one director who shall be an elected official appointed by commissioner's court; (b) Each member city with a population of 10,000 or more shall have three directors who shall be elected officials appointed by the city council; (c) Each member city with a population of less than 10,000 shall have one director who shall be an elected official appointed by the city council; (d) Each member community college, junior college or school district shall be entitled to have one member who shall be appointed from their elected governing body; (e) Each member special district shall be entitled to one member who shall be appointed from their elected governing body: (f) Each member authority shall be entitled to have one member on the Board of Directors who shall be appointed from their governing body.

Authority
The Board of Directors shall elect an Executive Committee of 16 members which shall meet monthly and be responsible for the implementation of policies established by the Board. The Board shall employ an executive director who shall be the chief administrative officer. The Board may authorize any officer or officers to enter into any contract or execute and deliver any instrument in the name of and on behalf of the Council. The Board shall adopt an annual budget, fix the dues for member governmental units, and review, approve and adopt all policy documents.

Term of Office
Each director shall have one vote, shall be appointed for a period of two years, beginning on June 1 of the year appointed, and may serve until his successor is duly qualified or installed.

Meeting Date
Normally the Board shall hold regular and/or special meetings and shall be held quarterly, unless otherwise determined by the Board. Board and Executive Committee meetings are held on the last Thursday of each month unless otherwise determined by the Board.
